มือดีปล่อยคลิปทหารเกณฑ์ข่มขืนสาวมุสลิมสร้างความอับอายให้แก่ครอบครัวผู้เสียหาย ขณะที่ฝ่ายรัฐรุดเจรจาครอบครัวผู้เสียหาย
ผู้สื่อข่าวรายงานว่า ที่จังหวัดปัตตานี ได้มีวิพากษ์วิจารณ์ว่า มีคลิปภาพเจ้าหน้าที่ทหารเกณฑ์ขู่บังคับและข่มขืนหญิงอายุ 16 ปี ในพื้นที่ อ.ยะรัง จ.ปัตตานี เผยแพร่ออกมา มีรายงานว่า เจ้าหน้าที่ซึ่งถูกอ้างถึง เป็นทหารเกณฑ์ ที่ประจำฐานปฏิบัติการ ร้อย ร.1333 ฉก.21 ตั้งอยู่ที่ สำนักงาน อบต.ระแว้ง ม.4 ต.ระแว้ง อ.ยะรัง จ.ปัตตานี ทราบเพียงชื่อเล่น คือพลทหารวินัย ที่เป็นผู้ก่อเหตุ ส่วนผู้ที่บันทึกภาพคือ พลทหารยศ ด้วยการใช้โทรศัพท์มือถือ

สำหรับเหตุการณ์ดังกล่าว เกิดขึ้นวันที่ 22 ม.ค.ที่ผ่านมา ในช่วงกลางคืนซึ่งพลทหารวินัยได้นัดแนะกับหญิงสาวคนหนึ่งให้มาพบที่บริเวณซอกของอาคารโรงพยาบาลส่งเสริมสุขภาพชุมชนตำบลระแว้ง ซึ่งอยู่ติดกับฐานปฏิบัติการทหารดังกล่าว และทำการข่มขืน โดยมีพลทหารยศ เป็นผู้ถ่ายคลิปด้วยโทรศัพท์มือถือ พร้อมข่มขู่ฝ่ายหญิงหากไม่ทำตามคำสั่งจะนำคลิปวีดีโอไปเผยแพร่

หลังจากเกิดเหตุพ่อแม่ของฝ่ายผู้เสียหายเริ่มเห็นปฎิกิริยาของบุตรสาวที่เปลี่ยนไป โดยมีอาการซึมเศร้า จึงซักถามและทราบว่าเกิดเหตุร้ายขึ้น และได้เข้าไปแจ้งประสานหัวหน้าชุดให้ทราบเรื่อง โดยหัวหน้าชุดได้ที่รับปากและให้ความเชื่อมั่นว่าจะไม่เกิดเหตุการณ์เผยแพร่คลิปเกิดขึ้น กระทั่งหลังจากนั้นเพียง 2-3 วัน พบว่ามีการปล่อยคลิปออกมาเผยแพร่

“ทางพ่อแม่ฝ่ายผู้เสียหายได้แจ้งความดำเนินคดีไว้ที่ สภ.ยะรัง จ.ปัตตานี เพื่อดำเนินการสอบสวนข้อเท็จจริงที่เกิดขึ้น จากนั้นมีการนัดแนะกันระหว่างตัวแทนเจ้าหน้าที่ทหาร ,ผบ.ฉก.ในพื้นที่, ตัวแทนศอ.บต. ,กำนัน ,นายก อบต.ระแว้ง ,ตำรวจและคณะกรรมการอิสลามจังหวัดปัตตานี ร่วมกันเจรจาเพื่อไม่ให้เรื่องดังกล่าวบานปลายและเกิดเป็นปัญหาลุกลาม” ชาวบ้านรายนี้กล่าว

นายแวดือราแม มะมิงจิ ประธานคณะกรรมการอิสลามจังหวัดปัตตานี เปิดเผยว่า การกระทำในเรื่องดังกล่าวเป็นสิ่งที่ไม่เหมาะสม ทำให้หญิงสาวและครอบครัวเสียหาย ต้องดำเนินคดีตามกฎหมายกับทหารเกณฑ์ทั้งสองคน

ผู้สื่อข่าวรายงานว่า ฐานทหารร้อย ร.1333 ที่ตั้งอยู่ที่อบต.ระแว้ง อ.ยะรัง ได้มีการขนย้ายอุปกรณ์และสัมภาระต่างๆทั้งหมดออกไปแล้ว โดยกำลังพลรวม 30 นาย ย้ายไปอยู่ที่ วัดสุขาวดี อ.ยะรัง ห่างจากจุดเดิม 3 กิโลเมตร พร้อมทั้งมีการสั่งดำเนินการให้ทหารเกณฑ์ทั้งสองนาย

Soldier tryst with teen stirs trouble

Fourth Army chief Udomchai Thammasarorat has admitted an army private’s romantic liaison with a local Muslim girl could complicate the military’s work in the far South.

A video clip has been distributed of an army private known only as Winai engaging in what appears to be a consensual, sexual act with a 16-year-old Muslim girl in Yarang district of Pattani.

A fellow army private, identified only as Yot, took the clip and sent it to friends, who may have passed the clip to the public, a source said.

The sex act took place at a local hospital on Jan 22. The girl’s parents have filed a complaint against the private with Yarang district police.

Pol Col Suandey Juthanont, chief of Yarang police, confirmed staff had received the complaint.

According to the source, the army privates were based at an outpost in tambon Rawang. In response to the complaint, they have now been shifted to the Ingkayutthaboriharn army camp in Nong Chik district, also in Pattani.

Lt Gen Udomchai said relationships between soldiers and residents violate the Fourth Army’s regulations and the pair have been punished. He was concerned a third party could exploit the issue, which he said could fan mistrust between soldiers and residents.

“This time, they have demanded we withdraw the whole operations base from their community,” said Lt Gen Udomchai, referring to angry residents who heard about the incident. They demanded the outpost be dismantled.

Lt Gen Udomchai said the public should be open-minded about the issue. He was told the girl agreed to meet the two privates herself.

“But certainly, the two privates were in the wrong. We have rules against soldiers entering relationships with residents. We have punished them.”

The 4th Army chief was concerned the issue could pit residents against soldiers and make the military’s job harder in far South.

“We have removed the soldiers from the area, but it has become our weak point. It is now more difficult for us to look after the area,” Lt Gen Udomchai said.
